Sedan council appoints Adam Clark as council president, approves employee raises and vehicle repairs

The Sedan City Council on Dec. 2 appointed Adam Clark as council president and approved several routine personnel and equipment measures, including $0.80-per-hour raises for all city employees effective Jan. 1, 2026.
Mayor Bryan Blankinship called the meeting to order at 5:30 p.m. and the council approved the meeting agenda, the Nov. 18 minutes and payment of bills totaling $54,417.76. City Clerk Lana Smith presented a quote to replace the police chief's fuel pump for $748.91 and staff member Caleb Ironsyde reported the bucket truck PTO pump had been ordered and installed; the council later approved repairs for both items.
Janice Fine resigned as council president effective immediately. Council member Kathy Miller moved to accept the resignation and to appoint Adam Clark as council president; Angela Evans seconded both motions and they carried. Adam Clark accepted the position.
Joshua Elliot, owner of Main Street Auto, spoke during an agenda request about work his shop has done on city vehicles, saying he had done some temporary repairs without charging the city and urging the council to solicit competitive bids from local businesses for vehicle work. The council declined a request for the city to buy an ad in the Sedan Yearbook, calling it an inappropriate use of taxpayer funds. The Sedan Chamber of Commerce is hosting an appreciation dinner Dec. 10 and RSVPs were requested by Dec. 5.
Under K.S.A. 75-4319(b)(1) the council held two executive sessions to discuss terms and conditions of employment for nonelected personnel; the public meeting resumed at 6:00 p.m. and 6:15 p.m., and the minutes state that no decisions were made during those sessions.
On personnel matters, Council member Angela Evans moved to approve $0.80 raises for all employees effective Jan. 1, 2026; the motion was seconded and carried. Council President Adam Clark advised that the council would not issue employee Christmas bonuses this year. Kathy Miller moved to approve an updated employee handbook after removing the Christmas Day floating holiday; the motion carried.
The council approved replacing the police chief's fuel pump for $748.91 and repairing the bucket truck PTO pump for $2,001.58. Each of those measures was moved, seconded and recorded as "motion carried." The meeting adjourned at 6:23 p.m.
