Sedan council approves bills, hears staff reports on sewer and accounting software; shelter funding concerns raised

The Sedan City Council approved payment of city bills totaling $95,183.52 and amended the Dec. 17, 2024 minutes to correct a spelling error during its Jan. 7, 2025 meeting.
Sharon Payne moved to approve the bills; Angela Evans seconded and the motion carried. Adam Clark moved to amend and approve the Dec. 17 minutes to correct the spelling of "trail"; Kathy Miller seconded and the motion carried.
In staff reports, public works employee Jim Miller said a sewer pump was down but expected to be repaired shortly. City Clerk Lana Robinson told the council she had updated account numbers for budget purposes but said the year-end closeout was not complete because of problems with the city's accounting software.
Raven Darnall presented information about a requested sewer reduction for account number 7210. The council did not approve a reduction but indicated acceptance of payment arrangements.
Council member Adam Clark raised procurement and oversight concerns after noting a billing charge for two sets of chains for a sand spreader; Jim Miller said the supplier charged for both and will reimburse the city for any unneeded set. Clark also reported on the Animal Shelter, saying the shelter prefers a service agreement rather than an operations agreement because an operations agreement would be subject to the Kansas Open Records Act (KORA). Clark described the Chautauqua County Sheriff's inmate housing rate of $55 per day while urging caution before the city provides funds without clear oversight.
No members of the public offered comments during the public-comment period. The council adjourned at 6:38 p.m.
