Snake River School Board approves policy updates, yearbook fee increase and summer football equipment request

The Snake River School Board of Trustees unanimously approved a package of routine measures at its April 16 meeting at the Snake River Community Library in Blackfoot.
The board, chaired by Lon Harrington, voted 5-0 to approve second readings of a set of Idaho School Boards Association–recommended policy updates. The policies adopted include Policy 1315 (District/School Planning), Policy 1510 (Open Meeting Law Compliance and Cure), Policy 2435 and 2435F (Advanced Opportunities and participation form), Policy 2470P (Self-Directed Learner Procedure), Policy 3460 (School-Related Foreign and Extended Travel), Policy 3518 (Treatment of Opioid Overdoses), Policy 4110 (Public Complaints and Suggestions) and Policy 6320 (Evaluation of Administrative Staff). Josh Sorensen moved to approve the second readings and Larin Mortimer seconded; the motion passed unanimously.
The board also approved a consent agenda that included the March 19, 2025 meeting minutes, reconciliation and budget reports, payroll/claims payable for March 2025 and the district's 2025 investment summary. The consent agenda motion, offered by Toni Ibarra and seconded by Carol Hepworth, recorded the retirements of Joann Tominaga (High School English Teacher) and Rose Larson (School Psychologist) and passed 5-0.
On a separate item, the board voted 5-0 to approve a proposed increase in Snake River High School yearbook fees. The district posted notice of the proposed increase in the Idaho State Journal on April 4 and April 11, 2025. Josh Sorensen moved for approval; Toni Ibarra seconded.
The board approved a request that the Idaho High School Activities Association provide written permission for coaches to use the high school's protective football equipment at a summer camp scheduled for July 15–20, 2025. As required by IHSAA practice, the request acknowledges that IHSAA catastrophic insurance does not cover the activity and that any liability would rest with the school or the camp. Carol Hepworth moved the measure and Toni Ibarra seconded; the motion passed 5-0.
Superintendent Mark Kress reviewed a flyer prepared by Principal Ray Carter summarizing academics, activities, agriculture, arts and athletic programs at Snake River High School and praised staff and student efforts. Kress also provided a brief legislative update, saying he was optimistic about the end of the session and noting bills that could affect education, including HB 305 (referred to in the meeting as the “use it or lose it” bill) and legislation providing for a proposed 5% increase for certified, classified and administrative employees.
Under Idaho Code 74-206(1)(c), the board held an executive session to discuss acquiring an interest in real property not owned by a public agency. The motion to enter executive session was made by Larin Mortimer and seconded by Toni Ibarra; a roll-call vote was recorded as aye by all five board members. The executive session ran from 7:35 p.m. to 7:52 p.m. before the board returned to open session.
The meeting adjourned at 7:53 p.m. The board set its next regular meeting for May 21, 2025, at 7:00 p.m. at the Snake River Community Library. The meeting minutes were attested by Clerk Terisa Coombs and Chairman Lon Harrington.
