Stratmoor Hills Water District board approves November finances, hears CSU interconnection update

The Stratmoor Hills Water District Board of Directors met Dec. 10, 2025, and unanimously approved routine business while receiving updates on several operational items.
President Robert Colgrove called the meeting to order at 4:12 p.m. Vice President John Willcox moved to approve the minutes from the Nov. 19, 2025 regular meeting; Secretary/Treasurer Richard Bond seconded and the motion passed 5-0. Director Richard Dull moved to approve the meeting agenda as presented; Vice President Willcox seconded and the motion passed 5-0.
District Manager Darren Adame reported on the CSU interconnection project, saying it reached substantial completion on Nov. 21, 2025 and is scheduled for final completion on Dec. 24, 2025. Adame also told the board that the district's SAM (System for Award Management) registration expired in September 2025 and renewal is in progress, and that another PFAS-related settlement has been submitted on the district's behalf. The board packet included a CSD Property and Liability Pool report showing a net loss.
Adame presented the finalized 2026 budget to the board; the minutes record that the budget was presented but do not show a formal vote adopting the budget during this meeting.
Vice President Willcox summarized the Safety Committee meeting held Dec. 9, 2025; the committee report was included in the board packet. Willcox recorded that it has been 198 days since the district's most recent accident and 69 days since the most recent close call, and he noted the next safety meeting is scheduled for Jan. 14, 2026.
The District Manager reported the November 2025 financial report was included in the packet and stated the district is staying on budget. Vice President Willcox moved to approve the November financial report; Director Dull seconded and the motion passed unanimously, 5-0.
There was no public comment and no other business recorded. With no further business Vice President Willcox moved to adjourn at 4:38 p.m.; Director Douglas Dieterle seconded and the motion passed 5-0.
