Hines council approves tourism grant, $500 student donation and new business license

The Hines Common Council on March 10 approved several community and economic items: a tourism promotion grant for the Harney County Historical Society, a donation to a local student athlete and a business license for a local lawn-care operator.
Deb Arntz, representing the Harney County Historical Society, described Heritage Night and said the museum wishes to update its website using Gambit Technologies LLC. She cited state transient lodging tax (TLT) guidance — that promotion of tourism and cultural heritage activities can qualify — and presented cost estimates of $1,000 for initial website setup plus $150 per month for maintenance. Councilor Roger Hodge moved to accept a $3,000 tourism-promotion grant for the Historical Society; Councilor Kim Valentine seconded. The motion carried unanimously.
Student athlete Tyson Breshears explained he was invited to the 2026 Hawaii Tiki Bowl (Dec. 17–22, 2026) for top-ranked high school seniors and said the trip cost is $3,300. He asked for any council support. “I am asking you, because most of you have lived here long enough, and watched me play football through the years,” Breshears said. Councilor Misty Shepherd moved to approve $500; Councilor Roger Hodge seconded. The motion carried unanimously.
Applicant Sarah Fenley described services for S&S Lawn Care & Snow Plowing (mowing and snow removal). Councilor Roger Hodge moved to approve the business license; Councilor Hilda Allison seconded. The motion carried unanimously.
All three motions passed without dissent; the meeting record does not show further conditions or required reporting for the awards and license.
