Snake River trustees adopt multiple policy updates prompted by state laws, including library-materials and public-comment changes

At its Aug. 21 meeting, the Snake River School Board unanimously adopted a package of second-reading policy updates recommended by the Idaho School Boards Association to align district rules with recent state legislation.
The board approved updates to Policy 1140 (Vacancies) prompted by HB 645, which alters how vacancies after recall elections are treated; policy changes to 1500P and 1500B (Board Meeting Procedure and Board Operating Procedure and Protocol) prompted by HB 645 and SB 1361a, which include provisions on voting limitations for trustees subject to recall and a requirement that boards adopt rules for offering in-person public comment; and Policy 4105/4105F on public participation in board meetings to implement SB 1361a’s requirement that in-person public comment on agenda items be allowed before final action.
The board also approved Policy 2500 and related forms (Library Materials and the restricted-access permission form) and Policy 2530 and 2530F1 (Learning Materials Review and Reconsideration) following HB 710a, which requires districts to define "harmful to minors" material and create restricted access and reconsideration procedures. Policy 2435 (Advanced Opportunities) was updated in response to SB 1359 and HB 474 to increase student funding for advanced opportunities — the transcript notes the new amount of $4,625 per student — and to lift caps on certain CTE workforce-training courses.
Superintendent Mark Kress presented the policies and their legislative triggers and recommended approval. The board voted aye on all second readings; motions passed 5-0.
Board members also approved several first-reading policy items (Policy 5400P1, Policy 5480 and form 5480F) to clarify the classified sick-leave bank committee formation and tuition-reimbursement program procedures; those items were advanced at first reading.
