Commissioners OK digital security upgrade for Willoughby juvenile facility and approve fleet, grant payments

Harrison County juvenile services staff told commissioners they plan to replace the facility’s analog Homeland monitoring system with a digital 3D security assurance system to reduce downtime and provide faster on‑site support. Miss Whitehurst said the 3D system acts as an "insurance package" to keep cameras and intercoms operational and that the needed funding is already in the juvenile services budget.

"3 d is digital... 3 d actually will come out and solve that problem right then," Whitehurst said, describing past downtime that left the facility without monitoring for several hours and explaining the county’s preference for the digital provider, which is located in Henderson.

The court approved using funds already budgeted for a planned logging (described in the meeting as a "piping" monitoring system) to purchase the 3D contract instead; motion passed 5–0. Whitehurst introduced staff attending the meeting, including new probation and detention staff who will support community service programs.

Under new business the court also approved Enterprise Fleet Management quotes for two 2026 Ford F‑150s outfitted with a surveyor package to store equipment for the county’s crime scene investigator Kaylee Wallace and a supporting staffer; the purchases were approved 5–0.

Finally, the commissioners approved payment of $3,876 requested by Senior Citizens of Texarkana Inc. to Texans Feeding Texans Grama for FY2026 to provide home‑delivered meals for Harrison County seniors; that vote was unanimous.
