Bedford council approves multiple budget amendments for transit, maintenance, recoveries and an emergency chiller

The Bedford Town Council approved several budget amendments and grant actions during its Feb. 25 meeting, authorizing spending across public works, transit, utilities and facilities.
Surplus-asset proceeds: staff said GovDeals sales produced $7,760 in net proceeds and asked the council to reallocate that money to the Public Works maintenance-supplies account, increasing the line item from $2,000 to $9,760. The council approved the appropriation unanimously.
Otter Bus Phase 4: staff reported that the town received Phase 4 funding from the Virginia Department of Rail and Public Transportation for continued operation and expansion of the Otter Bus transit service. The Phase 4 project cost is $193,964, with the Bedford Community Health Foundation providing the required 20% local match. Council approved a budget amendment to appropriate $155,171 in grant revenue and $38,793 in local-match revenue and corresponding expenses.
Recoveries and electric fund appropriation: staff detailed $38,063 in recovery and rebate revenue for the general fund (insurance recoveries and other contributions) and requested a $70,000 appropriation in the electric fund for new transformers; council approved the items unanimously.
Central Virginia Business Coalition sponsorship: staff said the town elevated its CVBC sponsorship level from $5,000 to $7,500 to increase community visibility for events; council approved a $2,500 additional appropriation from contingency.
Emergency chiller replacement: public-works staff reported catastrophic failure of the municipal-building HVAC chiller and requested a $30,000 emergency appropriation to purchase a replacement and cover expedited shipping and installation. Finance identified $20,000 from personal-property-tax surplus and $10,000 from sale-of-assets proceeds to fund the purchase. Staff said rental chiller options were cost-prohibitive (~$90,000) and that bidding and award would follow emergency-procurement procedures; council approved the emergency appropriation unanimously.
All budget amendments passed on unanimous votes and will be reflected in the town's fiscal-year 2026 ledger.
