Brentwood board approves branding push, retaining-wall contract and development agreement; adopts updated city code

The board unanimously approved Resolution No. 1592 (branding initiative), Resolution No. 1593 (retaining wall contract), Resolution No. 1594 (development agreement with ESS Brentwood MO, LLC tied to Chapter 100 bonds), and perfected two bills into Ordinances No. 5235 and 5236. At its June 15 meeting the Brentwood Board of Aldermen approved multiple business items ranging from a citywide branding project to a development agreement along the Manchester Road corridor.
The board voted unanimously to approve Resolution No. 1592, authorizing the city to contract with Destination by Design for a comprehensive logo and branding initiative intended to create a cohesive visual identity and brand standards system. The board also approved Resolution No. 1593 to contract with JE Novack for a poured-concrete retaining wall at 8829 Russell Avenue following Public Works Committee consensus.
Resolution No. 1594, approving a development agreement with ESS Brentwood MO, LLC, passed unanimously. The agreement covers construction of a multi-story climate-controlled storage facility with first-floor retail, surface parking, related improvements, and a monument sign on Manchester Road. The minutes state the project is tied to the Manchester Road Corridor Redevelopment Plan and contemplates issuance of Chapter 100 taxable industrial revenue bonds; the minutes note those bonds would not be a general city debt or obligation.
On ordinance matters, Attorney Jim Hetlage provided title-only readings for Bill No. 6611 and Bill No. 6612. The board moved to perfect Bill No. 6611 into ordinance form (incorporating 2024 statutory updates into the municipal code), which now becomes Ordinance No. 5235. The board likewise perfected Bill No. 6612 into ordinance form authorizing an intergovernmental agreement with nearby cities for battalion chief training; that ordinance becomes No. 5236. Attorney Hetlage also read Bill No. 6613 (an OMCI agreement with the Metropolitan St. Louis Sewer District for the Stormwater Master Plan) by title; the minutes record the title reading but do not record final action on Bill No. 6613.
A motion to enter a closed session to discuss contractual negotiations under RSMo 610.021(12) passed on roll call at 6:36 p.m.; the closed meeting adjourned at 7:11 p.m.
