The Monroe Planning Commission on Jan. 5 approved a Site Design Review application for the South Benton Food Pantry, determining the project is a continuation and modernization of an existing institutional nonprofit use and therefore does not require a Conditional Use Permit under the Monroe Development Code. The commission added a condition requiring at least one designated handicapped parking space in the final parking plan.
Staff described a suite of conditions that the applicant must meet before a building permit or Certificate of Occupancy is issued. Those conditions include substantial conformance with the approved narrative and plans, compliance with applicable federal, state, county, fire district and city requirements, and submission of a fire access and circulation plan for approval by the Fire Chief. Staff said written confirmation of coordination on fire sprinkler, alarm and life-safety requirements must be provided before a building permit is issued.
The city will require verification of water and sewer service lines—location, capacity and condition—with the City Engineer reviewing any new or modified connections; the applicant must fund upgrades if deficiencies are found. Metering and backflow prevention must be installed per city standards. The commission also required a professional stormwater management plan that complies with city and state standards and must be approved prior to permit issuance.
On parking, staff must submit a final parking and circulation layout showing compliance with the Monroe code, including striping and signage; the Planning Commission added the condition that the plan include at least one handicapped space. Staff was directed to work with the applicant to explore surface options for the parking lot (gravel versus paving) while meeting code and safety requirements.
The applicant will be scheduled for a Development Review Committee meeting that the city said will include the Fire Chief, City Engineer and Sheriff to clarify technical requirements. Staff will prepare a Notice of Decision documenting all conditions, including the accessible-parking requirement, and said it will monitor compliance during permitting and construction. The commission also noted a preference for maintaining permeable surfaces where feasible to address stormwater infiltration concerns.
The approval and the conditions are recorded in the meeting minutes; staff listed other non-action items discussed at the meeting, including a City Hall redevelopment timeline, a Comprehensive Plan update, road and sidewalk improvements, an Emergency Operations Center proposal, and rezoning and parking safety issues. The commission’s conditions must be satisfied before a Certificate of Occupancy is issued.
