Town staff outline $1.3M building revamp and $2.5M financing option after repeated HVAC, electrical failures

Town Manager Warner updated council on persistent failures in the municipal building’s original HVAC and electrical systems and presented preliminary cost estimates and financing options.
Warner said many system components are original to a building operated for more than 55 years and that repeated temporary repairs have totaled about $900,000 over the past seven or eight years. He said a short-term replacement chiller quoted by the current service provider would cost roughly $250,000 but likely would be a temporary fix; an independent engineer and staff recommended considering a full system revamp estimated around $1.3 million. "The quote we were given for that is $1,300,000," Warner said, adding that the town wants to get the most value if it takes on debt.
Warner said Davenport & Company advised that the town could obtain up to $2.5 million in credit over 20 years to address building and related infrastructure needs; no financing decision was made. Warner also raised electrical vulnerabilities (obsolete fuses and controls) and inefficient original windows as additional needs that a comprehensive project could address.
Council expressed concern for staff working conditions and the continuity of services (Warner described a recent outage that required a temporary shutdown) and directed staff to prepare a detailed cost/engineering package and financing options to return to council for a formal decision.
