Minto City Council approves claims, cyber insurance and Grantfinder subscription; hears HUD and water-district updates

The Minto City Council met March 10, 2025, and approved routine financial and administrative items while hearing updates on HUD requirements and a regional water project.
Mayor Larry Jamieson called the meeting to order at 7:00 AM. City attorney Samantha Onstad briefed the council on new HUD requirements, said no decision was made about revising the floodplain ordinance and noted that any proposal to raise the city sales tax would be considered for a 2026 vote.
Councilman Keith Shutt moved and Councilman Josh Miskavige seconded a motion to approve the minutes of the Feb. 10, 2025 meeting; the motion carried. Committee reports followed: Streets, Utilities & Lights had an update on seal-coating outreach; the council approved street closures for Minto Days, scheduled June 19–22. The animal warden reported work on feral cats near the Minto Museum. Public Works director Pat Paschke presented information about replacing an 11-year-old street sweeper, but no purchase motion was made.
The council voted to pay for a land survey if the City of Minto is selected to participate in Spark Build 2025 (motion by Councilman Lucas Kelley, seconded by Councilman Josh Miskavige). The council reviewed and approved claims and financial statements for February 2025 totaling $44,980.59; Councilman Keith Shutt moved to approve claims, Councilman Lucas Kelley seconded and the motion carried.
The council approved one gaming permit for Friends of Stray Safe Inn (Purse Bingo) on March 21. On a separate motion the council agreed to purchase cyber liability insurance at an annual cost of $1,259.67. The council also approved a one-year subscription to Grantfinder at a cost of $80.
During new business the council reviewed gravel quotes but took no award action. The council discussed a proposed Minto Clean Up Day originally set for May 17; Mrs. Shutt noted a conflict with graduation on May 18, so the date will be changed.
Brad Narloch joined the meeting to provide an update on the Walsh Rural Water District project. He said the option under consideration would cost the City of Minto approximately $102,730 and would involve selling raw water to the City of Grafton. Narloch said Minto’s preliminary-engineering share of $2,250 will be mailed and that the city will receive an even-up payment of roughly $19,000 for year-end 2024.
There being no further business, Councilman Keith Shutt moved to adjourn; the motion was seconded by Councilman John Narloch and carried. The meeting adjourned at 7:41 AM. The next regular meeting is scheduled for April 14, 2025, at 7:00 AM.
