The Hammond City Capital Improvement Board unanimously approved $289,865.97 in funding allocations for three infrastructure projects at its meeting. The approvals came after a funding report from the controller's office and brief discussion of each item.
"Before you tonight, you have $289,865.97 in funding allocation request before you," said Miss Greenwell of the controller's office, summarizing the packet and the board's unallocated fund balance.
The board approved its July 6 meeting minutes by voice vote after a motion recorded as "moved by Commissioner Munoz, seconded by Councilman Salinas." The motion carried 6-0.
Funding allocation #335 authorized $110,465.97 to Dire Construction for drainage work in the 4900 block of Walnut Avenue. Board members said the project was intended to address complaints raised at a recent mayor's night out about odors and leachate in the alley that were traced to poor drainage. The clerk said the drainage improvements aim to reduce those odors by improving runoff and containment.
Funding allocation #336 provided $11,400 to design an air curtain for the Sportsplex (American Structure Point). The board heard that long event hours during tournaments make it difficult to maintain interior temperatures; the air-curtain design was described as similar to systems used in grocery stores to reduce heat exchange at entrances. The motion was moved by Councilman Rakos and seconded by Commissioner Muda and passed 6-0.
Funding allocation #337 approved $168,000 to DCCM Engineers for upgraded rail crossing signage and striping. The clerk reported that during a December review with the Federal Railroad Administration officials identified a need to improve visibility and signage at several crossings; board members said the upgrades should improve safety for motorists approaching some rail intersections. The motion carried 6-0.
No members of the public spoke during the public expression period. The board set its next meeting for Aug. 3 and then adjourned.
Notes: Dollar amounts, motion text and vote outcomes are taken from the meeting record as presented to the board; funding sources referenced during the meeting included a recent distribution of casino revenue that contributed to the city's unallocated fund balance.
