Elkhart County approves rezonings, GIS contract and a package of highway and bridge task orders totaling multiple contracts

Commissioners approved a GIS contract award to Cultivate Geospatial, two DPUD/rezoning approvals for developments on State Route 15 and County Road 35, acceptance of subdivision streets, and multiple highway task orders and contract awards including a $250,750 task order for Bridge 326 design and a $925,877 award for the County Road 20 access road.
The Elkhart County Board of Commissioners on July 20 approved several planning and infrastructure items, including contract awards, rezonings, subdivision acceptance and a package of highway task orders.
Planning staff and the plan commission recommended approval of a DPD/DPUD amendment for property at 58209 State Route 15. Zoning Administrator Jason Veil said the plan commission vote was 8–0 with one absence and that there were no remonstrators. Applicant Blake Dorio and representative Joshua Graber described plans to split the parcel, build a storage and cabinet-work building, and use an access easement where a driveway overlaps a lot line; the board approved primary DPD amendment and the minor subdivision unanimously after a public hearing with no speakers.
The board also approved a DPUD for Elite Designs (County Road 35), proposed as a 20,000-square-foot office and production building with a future 24,000-square-foot expansion; staff recommended approval and no development issues were reported.
May Hope of planning and development recommended awarding the county's GIS services RFP to Cultivate Geospatial after reviewing seven proposals; commissioners approved that award. Highway staff presented a task order with United Consulting for the design of Bridge 326 (on County 127 over the Elkhart River) with a not-to-exceed amount of $250,750 under an independent-contractor agreement dated Oct. 13, 2025; the board approved the task order. The board accepted streets in the Longboat Point Subdivision after a three-year maintenance period and approved an LPA consultant agreement for the design of Bridge 252 (80% reimbursable).
Bids on the County Road 20 access-road project were opened July 13; the county recommended Milestone as the lowest bidder at $925,877 and the board approved that award. The board also approved several appraisal task orders and design task orders for County Road 6 reconstruction and Bridge 136 rehab (including an $8,820 appraisal task order and several not-to-exceed $100,000 appraisal task orders) and approved a SWCA bank-stabilization task order not to exceed $110,090, with some approvals conditioned on legal review.
