Staff presented a recommendation to award a five‑year contract to the Downtown Winston Salem Partnership to deliver three Business Improvement District (BID) service scopes: a cleaner environment, enhanced physical appearance and stronger marketing and promotion.
According to staff, BID revenues for fiscal year 2027 are projected at $770,960 (funded by a 9¢ property tax rate on every $100 of value within the district). Staff recommended a $714,460 contract covering the three scopes and said the economic development scope would be handled through a separate contract because it requires a broader citywide approach.
Council members pressed staff on how the fourth scope — downtown economic development — would be funded and how BID investments would benefit underserved areas. Manager Pate said the effort would be partially funded with BID funds set aside for that purpose and matched with existing city economic development resources, and staff emphasized targeting corridors across the city to grow the tax base and support other priorities.
The committee moved and approved the resolution to proceed with awarding the contract recommendation; staff will negotiate a detailed scope of services and performance measures as part of contract development.
