Council hears county update and monthly staff reports; Sunset Ridge Park becomes city property

County Commissioner Jerry Willey updated the North Plains City Council on county matters including timber management and its economic impacts, budget constraints, planned triage and treatment centers for mental and addiction health, staffing updates at the Washington County jail (funds are available to cover these positions), and progress on trail projects such as the Council Creek and Salmonberry Trails.
Library Director Robin Doughty told councilors about upcoming library events, community outreach and a new digital navigator program. Police Chief Nick Jones reported service-call statistics, said the recent Garlic Festival was handled successfully from a safety perspective and noted that the department received an Oregon Department of Transportation grant for traffic enforcement.
Public Works Director Dustin Lueckenotte said city crews are maintaining parks and infrastructure and that Sunset Ridge Park in the Sunset Ridge Subdivision is now officially city property. Planning Manager Steve Miller said Greenlight plans to submit an application this week for mixed-use development in the Brynhill Subdivision and that an oversight in recent sign-code updates will be addressed with a public hearing at the October Planning Commission meeting. Finance Director Bill Reid reviewed fiscal performance, said operations are adhering to the budget, mentioned pending ARPA funding utilization, and noted that the city's new accountant, Kristen Gearhart, started on Sept. 16.
Councilors provided brief reports: Council President Russ Sheldon noted Parks & Rec board efforts to adopt by-laws by year-end and the successful Pacific Dog Park ribbon cutting; Councilor James Fage summarized Economic Development Committee outreach with the North Plains Chamber of Commerce. The council adjourned at 9:18 p.m.
