Lane (S11), presenting the plan, said the ESD’s goals include expanding Medicaid administrative claiming to bring additional revenue to districts and continuing virtual speech-language services supported by paraprofessionals. "Speech language paraprofessionals are providing 2 people to help with our virtual speech and language programs, which Northlake has been using virtual since I've been on," the presenter said, describing how paraprofessionals assist students and teachers.
Board member S1 moved to approve the county ESD service plan for 2526; S2 seconded, and the motion carried by voice vote. The board’s action formalizes support for the ESD’s approach as described to the board and allows staff to proceed with required MOUs and next steps.
During discussion, the presenter raised concerns about possible reductions to the school safety prevention specialist program, noting that staffing funded at about 19.1 full-time equivalents regionally could be reduced to about 9–11 FTEs under a regional plan. The presenter said that those specialists focus on school threats, bullying and suicide prevention and that the reduction would be worrying for rural districts.
The ESD presenter also described uncertainty around early-literacy funding and how the ESD is managing state-restricted early-lit dollars. "We didn't put a lot of FTE under them because the ability to pull those dollars is a lot more flexible since it's by legislative mandate versus voter mandate like the other two funding streams," the presenter said.
Clarifying details provided during the presentation included: an effort to increase Medicaid administrative claiming revenue; continuing virtual speech-language paraprofessional support; and ongoing work to finalize service allocations via MOUs prior to September board meetings.
Next steps: the ESD will gather the remaining district minutes needed to finalize the equity committee establishment and will return with an application and any required MOU language. The board recorded its approval by voice vote with no roll-call tally recorded in the meeting transcript.
