Myrtle Creek council approves $1.237M excavation contract, adopts budget fix and passes first reading of traffic-code overhaul

The Myrtle Creek City Council approved multiple formal actions at its November meeting, including a contract award, a supplemental-budget resolution and the first reading of a rewritten vehicles-and-traffic code.
Councilors voted to award a contract for excavation work in the amount of $1,237,250 for the construction of a water-treatment facility. "I make a motion to approve the awarding contract specific excavation in the amount of $1,237,250 for the construction of the water treatment," a councilor moved; the motion carried by voice vote.
In a public hearing on the fiscal-year 25–26 budget, the finance officer reported that a park-development grant previously included in the budget — $218,887 in revenue — was not received. "When the previous administrator made the budget... we didn't get the grant, but it's still in the budget saying that we are gonna receive it as revenue as 218,887," the finance officer said. Staff recommended a supplemental budget to remove that revenue; councilors moved to adopt Resolution 25-15 to adjust the general fund and voted to approve it.
On municipal code changes, staff presented the final draft replacing Title 10 (vehicles and traffic) and said adoption would repeal several older ordinances. A councilor moved for the first reading of Ordinance 877, an ordinance replacing Title 10; the council completed the first reading and the motion carried. Staff said the second reading and final adoption would be scheduled at a subsequent meeting.
Council also discussed personnel: staff asked for authority to complete hiring for a public-works position immediately after interviews rather than waiting for the next regular meeting. The council moved to grant Zach (staff) permission to hire the selected candidate, subject to final council review at the formal hire, and approved the motion by voice vote.
The council approved routine items including acceptance of prior meeting minutes. Several items involved direction to staff for follow-up: documentation of contract details, next steps for the ordinance second reading and any legal or procurement checks required to finalize the excavation contract and hiring decision.
