Senate State Affairs sends three RSs to print on voter affidavits, obsolete code and rejected‑nominee moratorium

Lenny said 587 voters used the affidavit in the most recent election out of more than 213,000, argued the affidavit does not verify identity and is difficult to prosecute in fraud cases, and asked that the RS be printed for a full hearing.
- RS 32868: A statutory cleanup RS to repeal now‑defunct code establishing the Idaho Women’s Commission; Lenny said the commission was defunded in 2009 and the code remains on the books as "dead code."
- RS 32970: A proposal to create a 12‑month moratorium on appointing to positions requiring senate consent any individual explicitly rejected by the Senate, intended to give confirmation votes lasting effect. Lenny said the wording and retroactivity date may need clarification at a future hearing.
Each RS was moved and seconded and the motions to introduce the measures to print carried by voice votes. Committee members asked procedural follow-ups and flagged potential fiscal-note or drafting questions that will be explored in committee hearings when the RSs are scheduled.
