Lenahan honored with statewide mayoral leadership award; council opens UGB advisory board recruitment and seeks LOC priorities

Mayor Teri Lenahan received the Oregon Mayor's Association Mayor's Leadership Award of Merit during the North Plains City Council meeting on Aug. 5, presented by Hillsboro Mayor Steve Callaway, the immediate past president of the League of Oregon Cities. Callaway outlined Lenahan's contributions to local projects and statewide mayoral leadership.
The council approved the consent agenda, which included adoption of the Aug. 5 meeting agenda and approval of the July 15 minutes. Council President Russ Sheldon moved the motion, Councilor Trista Papen seconded it, and the motion was recorded as approved unanimously. The minutes note a correction to the July 15 minutes indicating Mayor Lenahan had abstained from a prior vote on Resolution No. 2273 (Creating Assistant Planner Position). The consent motion as recorded in the minutes carried as moved and seconded.
Interim City Manager Rob Drake briefed the council on two administrative items. First, he asked councilors to submit their top five choices from a 23-item list provided by the League of Oregon Cities for the 2025–26 legislative cycle, with a deadline of Aug. 12, 2024. Second, Mr. Drake sought council feedback on a draft recruitment brochure for the city's next permanent city manager; the minutes record that council discussion and a couple of community members’ remarks followed and that the feedback overall was positive.
Mr. Drake also reiterated steps for recruiting an Urban Growth Boundary advisory board and said applications are available on the city's website. Finance Director Bill Reid added that government partner representatives will be included among advisory board participants, specifically naming the Department of Land Conservation and Development and the Oregon Department of Transportation as partner agencies to be represented.
A public comment period was recorded; the minutes list the commenters by name (Dean Moberg; Derek Ellerbrook; Aaron Nichols; Roy Van Raden; Cynthia Hirst; Marlo Eckert; Keri Davenport; Joanne Sefton; Jordan Gutierrez; Chris Edmonds; Tanya Golden). In council reports, Councilor Rickey Smith praised National Night Out in North Plains on Aug. 1 and thanked Police Chief Nick Jones and volunteers for organizing the event. He also reminded the public that the Elephant Garlic Festival runs Aug. 9–11 and Mayor Lenahan invited residents to speak with council members at the festival.
