Council extends IT and corrections agreements, awards park roofing contract, and accepts donation; directs staff to advertise Ward 2 vacancy
Summary

Milton-Freewater — At its June 8 meeting the City Council approved several intergovernmental agreements and contract awards, accepted a citizen donation and directed staff to advertise a vacancy on the council.
Finance Director Laurie Bubar recommended a three-year extension of the intergovernmental agreement with the City of Hermiston for ongoing information technology services at a starting rate of $109,101 per year with 3% annual increases. Council authorized Resolution No. 2607 to extend the contract from July 1, 2026, through June 30, 2029 (unanimous).
City Recorder Leanne Steadman presented a proposed two-year Intergovernmental Agreement with Umatilla County Community Corrections to provide supervised work crews at a daily fee of $180 when services are scheduled. Staff reported the city used the crews on 18 days during the prior year; Council adopted Resolution No. 2608 authorizing the agreement (unanimous).
Public Works staff recommended awarding Contract 314.3 to R&Z Roofing and Gutters, LLC to replace wood-shake roofs at Marie Dorian Park with forest-green metal seam roofs under an Oregon Parks and Recreation Department grant; the council awarded the contract in the amount of $38,015 (unanimous).
Interim City Manager Tim Johnson recommended, and the council approved, delegating signing authority to Finance Director Laurie Bubar in the absence of a city manager until a permanent manager is appointed. The council also accepted a donation of two fireproof filing cabinets offered by resident Kenny Jenkins and thanked him for the contribution.
Separately, the council accepted the resignation of Councilor Emily Holden effective May 26, 2026, and unanimously directed staff to advertise and accept applications to fill the Ward 2 vacancy.
The council’s personnel timeline includes a public Meet & Greet for city manager finalists on June 11 and interviews on June 12 with an executive session and potential hiring decision after that meeting.
