Mount Angel council adopts water master plan, budget and multiple resolutions; approves fee and pay adjustments

The Mount Angel City Council on June 2 approved a batch of resolutions that set fiscal policy and planning priorities for the coming year.
By roll-call vote the council adopted Resolution No. 1608, accepting a new water master plan prepared by Civil West and approved by the Oregon Health Authority. City staff said OHA had reviewed the plan and that the plan and recommended projects will guide upcoming water investments.
The council then opened a public hearing on the city's election to receive state shared revenue and the proposed FY 2025'26 budget. Staff reported no written or oral testimony was received. The council voted to elect to receive state shared revenue (Resolution No. 1603) and subsequently adopted the FY 2025'26 budget and appropriations by approving Resolution No. 1604.
Staff also presented a proposed master fee schedule, explaining that the city applies the December 2024 consumer price index for urban consumers (CPI-U) figure of 2.7% to water and sewer rates; the city policy caps automatic increases at 5%. The fee schedule includes moving lien-search service to an online vendor and a combined $40 charge for the service (the city's portion plus a $15 vendor fee). Council approved the master fee schedule by motion.
Council members approved a 2.7% cost-of-living adjustment for nonrepresented employees to align with the CPI-U figure (Resolution No. 1606), with staff noting a min'max COLA structure in union contracts that guarantees at least 2% and no more than 4% in COLA provisions.
Finally, the council authorized the city manager to apply for an Oregon Parks and Recreation Department grant of up to $50,000 to update the parks master plan (Resolution No. 1607); staff said any grant award would require a local match and consultant contracting for the plan update.
Votes at a glance: each roll-call item recorded "Aye" votes from present council members; Councilor Donahue was noted absent for roll call and votes. No recorded "No" votes appeared in the public record for these measures at the June 2 meeting.
What happens next: staff will proceed with implementation steps: publishing approved fee changes (effective July 1 for rates noted), contracting or applying for grant funding as authorized, and returning with procurement documents or additional information for projects identified in the water master plan and the wastewater sludge removal follow-up.
