Mount Angel council roundup: consent agenda, substitute judge renewal, volunteer workers' comp and fee correction approved

The Mount Angel City Council approved a series of routine agenda items at its Aug. 4 meeting, including the consent agenda, a substitute municipal judge agreement renewal, an update to volunteers’ workers’ compensation coverage, and a correction to the master fee schedule.

Consent agenda: The council approved the consent agenda by roll call without substantive discussion.

Substitute municipal judge agreement: Staff recommended renewing a one‑year substitute judge agreement for Lucy; the contract was described as low‑value, set to auto‑renew annually, and not to include a severance package. Council moved and approved renewal by roll call.

Volunteers’ workers’ compensation resolution: An audit had identified that prior resolution language overstated amounts for certain volunteer categories. Staff presented an updated resolution that removed Oktoberfest volunteers from the public events category (they are paid by other entities), and council adopted the corrected workers’ compensation coverage resolution. Staff said any overpayments in some categories were offset by underpayments elsewhere, so no refund was due.

Master fee schedule correction (Resolution 1610): Staff brought a correction to the 2‑inch water meter fee after a billing error; council confirmed the fee is assessed annually and adopted the corrected schedule. Staff estimated the correction affects approximately $6,500 in annual billing revenue and said they would issue corrected bills for the single month that was billed incorrectly.

The council also addressed other agenda items including accounts payable, finance reports, and the city manager's report. No additional votes were taken on the summary items beyond those listed above.
