Keogh told the council the roles require distinct skill sets and checks and balances that could be undermined by a single individual holding both posts.
Councilors discussed severance and contract language at length. Several members said six months' severance is common and provides protection for executives during a long hiring curve; others argued for vesting or shorter initial severance. One councilor suggested a graduated vesting schedule for future contracts.
The city manager, speaking in defense of the contract, said he values the staff and the community and described the role change as manageable locally. The council president and other members said they have seen positive results from the current arrangement and supported approval.
Councilor Donahue moved to approve the employment agreement between the City of Mount Angel and Mark Gannon; Councilor Hofer seconded. The mayor announced he would abstain from the vote because he had negotiated the contract. A roll call recorded five councilors voting aye, one abstention, and the motion carried.
The agreement had two minor clerical corrections identified earlier in the meeting that staff said would be fixed before final execution. Council members also asked staff to consider future contract language that could limit or phase severance to balance recruitment needs with fiscal prudence.
The council did not set additional immediate procedural steps; staff will finalize the corrected agreement for execution.
