Neighbors press Clayton council on repeated construction runoff and silt problems at Carolina Overlook

Resident Dean Ehlich and others provided photographs and short videos and said that runoff and silt were filling storm drains, flowing over retaining walls and entering private ponds and the Neuse River. ‘‘This water has filled the drainage, storm drains, according to your environmentalists... Thousands of pounds of silt dumping into the storm drains,’’ Ehlich said, asking the council to intervene.
Speakers described recurring problems after even modest rain events, including 25‑foot-tall walls overtopping and multiple ‘‘waterfalls’’ of sediment-laden flow. Residents said they had been told corrective orders had been issued to developers but that field conditions suggested mitigation measures were insufficient or failing in current storms.
Staff said the town's environmental and erosion-control team had been on site and had issued directives requiring cleanup and corrective actions; the town’s engineering staff agreed to re-check site calculations and field installations and to pursue additional performance-based measures where warranted. ‘‘If you're seeing it on every single rain event, then that's obviously concerning,’’ the staff member said and committed to further review with the developer.
Residents asked the council to require stronger interim protections during the construction period, dredging of silted ponds, and expedited enforcement if corrective measures fail. Council members and staff urged residents to supply the photographs and videos to town staff for direct follow-up. The town said it would check the developer’s erosion-control measures, consider additional short-term protections (double silt fences, increased stabilization) and re-evaluate whether current state-delegated permit requirements are adequate given more intense storm events.
