Clayton council OKs nearly $9.7M in federally funded greenway agreements with NCDOT

The Clayton Town Council on July 20 authorized the town manager to execute locally administered project (LAP) agreements with the North Carolina Department of Transportation for two federally funded greenway projects: EB-6016 (East Clayton Connector Greenway) and EB-6017 (Mountains-to-Sea Trail connection).
Staff described the two projects as complementary: together they will construct approximately 1.6 miles of 10-foot-wide shared-use path along the south side of NC 42 to improve pedestrian and bicycle safety and extend the town’s greenway network, including a connection to the Mountains-to-Sea Trail at Sam’s Branch. The total program funding was described in the packet as roughly $9,670,000, including approximately $7,740,000 in federal funds and a $1,930,000 local match to be provided by the town.
Councilmember motioned to authorize the town manager to execute the agreements and adopt the accompanying resolutions. Both motions carried by voice vote. Staff noted that approving the LAP agreements establishes the administrative framework for design, environmental documentation, right-of-way acquisition, utility coordination and construction; approving the LAP does not by itself authorize construction or commit expenditures beyond council-approved amounts.
