MAYS Foundation park restroom plan presented; variance request for 2020 building to be revisited

At the City of Minto council meeting on April 14, 2025, Jay Gudajtes appeared to present a restroom and concession‑stand project the MAYS Foundation hopes to build in the city park. According to the minutes, Gudajtes said he had spoken with Tyler Spomer, the National Flood Insurance Program coordinator, and that the foundation has a plan to meet the city's floodplain ordinance requirements. Clerk Angela Shutt was asked to email building permit and floodplain permit application forms to Gudajtes.
Separately, the council recorded that John Miller sent a letter to the city attorney seeking a variance for a building he constructed in 2020 that is currently not in compliance with the floodplain ordinance. Clerk Shutt told the council she is awaiting Mr. Spomer's input and that the council will revisit Miller's variance request once more information is available.
Neither item resulted in a formal council action at the April 14 meeting. The clerk's follow‑up with the National Flood Insurance Program coordinator is the next procedural step for both matters; the council did not take a vote on a variance at the meeting.
