Sedan council pledges $2,000 from ARPA to help librarys CDBG grant match

The Sedan City Council voted Aug. 6 to contribute $2,000 from American Rescue Plan Act (ARPA) funds to help the library reach a competitive local match for a Community Development Block Grant application.
Kayla Ford told the council the library aims for a 35% local match to improve grant competitiveness and that the project could request about $150,000 from the CDBG program. Ford said the library currently has approximately $48,000 after using some funds for asbestos and radon testing and that a $2,000 additional contribution would help reach an immediate target the library set.
City Clerk Lana Robinson outlined possible funding sources including ARPA, Appleby Improvement funds and the general fund; Mayor Bryan Blankinship noted one option is to use ARPA to purchase the lift station then allocate remaining ARPA funds to the library. Angela Evans moved and Janice Fine seconded a $2,000 contribution from ARPA; the motion carried. Adam Clark said he supports the donation but cautioned that the city has other large street projects and funds are limited.
Why it matters: the donation helps the library meet the local-match requirement to pursue a federal grant that would fund the library move and renovation. The money will be drawn from ARPA and the council did not set further conditions at the meeting.
Next steps: staff will execute the funding allocation from ARPA and the library will continue grant work toward the Nov. 1 application deadline. The council scheduled a special meeting on Aug. 20, 2024, to consider the grant application details.
