Committee holds vocational center rezoning while applicant pursues Flexible Review District

Greenville County Planning staff told the Planning and Development Committee that CZ-2026-025 (3799 Old Easley Bridge Road) would be held while a Flexible Review District (FRD) request advances through its required public-input steps and is scheduled to return to the committee on Sept. 14, 2026.
Staff said the applicant, identified on the record as Austin Allen of Arbor Land Design LLC for the SC Vocational Rehabilitation Department, submitted an FRD application that requires a public input session. "The FRD request would reach you on September 14 for PND," a staff member said when explaining scheduling options.
The applicant's representative, Scott Winburn, told the committee they had submitted the alternate request and were unsure whether an FRD approval could immediately replace the existing docket. "I don't know that we were clear on the procedural status of it," Winburn said, noting the team wanted to ensure the FRD caught up with the pending docket.
Committee members voted to hold the docket until the FRD process is complete and the item can be scheduled for a future PND meeting (staff indicated Sept. 14). No final rezoning action was taken; the hold preserves the applicant's opportunity to pursue the FRD pathway and requires the applicant to return for the public hearing under the FRD timeline.
The committee adjourned after taking the hold action and confirmed the next meeting date as Sept. 14, 2026.
