Commissioners approve release request to unlock CDBG funds for Harrison wastewater phase 2

County staff reported that a public notice and request to find no significant impact for the Harrison phase 2 wastewater project was posted and received no public comments during the local comment period. Ron, Commissioner, asked the board to approve the request for release of funds and the certification so he could send the package to the Montana Department of Commerce.
"The 18 day comment period has passed," Ron said, and added that forwarding the signed certification to Commerce "will start another 15 day comment period." He told commissioners the phase 2 project is tied to a grant award — he referred to a $750,000 grant — and that phase 2 should go out to bid in August.
After a motion and second, the board approved the release-and-certification request. The Chair called the vote and announced the motion carries. Staff said the Department of Commerce will complete its review after the 15‑day comment window; once Commerce acts, the county expects grant funds to be released and made available to the Harrison project.
Next steps: commissioners signed the certification, staff will forward documents to the Montana Department of Commerce, and the county anticipates a Commerce comment period followed by release of the CDBG funds and advertisement for bids in August.
