Council approves CDBG water application, comprehensive-plan consultant, rezoning and generator replacement

The De Soto City Council took several formal actions on May 21 on infrastructure, planning and public-works items.
CDBG water application: Council directed staff to submit a combined application for water-line and hydrant repairs (Penner Avenue and an Oak Drive hydrant repair) and to consider using CIP funds to match and address fire-flow concerns. Council voted in favor of the motion to pursue the combined water project and to have staff evaluate CIP matching options.
Comprehensive-plan consultant: Council approved a contract with Confluence to update De Soto's comprehensive plan and authorized a fee not to exceed $164,300. Staff described the update as a nine-month process that will include continuous public outreach, data collection and planning-commission training; Confluence and HDR were shortlisted and Confluence was unanimously selected by the interview panel.
Rezoning: Council voted to approve Ordinance 2688 to rezone about 14.8 acres at the Lexington/95th interchange to C-2 (business general). Staff said the rezoning aligns with the Southwest growth-area plan and the likely commercial use of the site; council recorded a roll-call vote with one dissent on the planning item.
Generator replacement: Staff requested approval to move a reliable generator from the water-treatment plant to the main lift station and to contract for removal/installation and electrical work at an amount not to exceed $78,224; the council approved the motion.
