Council proclaims July 26 as Americans with Disabilities Act Day, honors Mayor's Council on Disability

The Chattanooga City Council issued a proclamation declaring July 26, 2026, as Americans with Disabilities Act Day and honored the Mayor’s Council on Disability’s 20 years of local service.
Councilman Cody Harvey presented the proclamation and invited Mayor’s Council members, including Deborah Duncan (chair) and vice chair Lindy Locke, to the podium. The proclamation noted the council’s mission to propose policies and practices that promote equal opportunity and inclusion for residents with disabilities.
Deborah Duncan described the council’s composition (about half self-advocates, about 40% agency representatives and roughly 10% family members), recounted a 1990 advocacy incident when people with disabilities crawled the Capitol steps to speak to Congress, and thanked the council for the recognition.
The council acknowledged the proclamation and invited attendees to applaud the Mayor’s Council on Disability for its years of service.
