A liaison reported highlights from a regional MAGIC meeting (a drinking-water focus and plans for a white paper) and relayed a resident’s suggestion that Carlisle’s solar bylaw contains a gap in scale categories that may leave the fire-station proposed system in an unaddressed middle category. Staff said the matter could be routed to the fire-station building committee to confirm the proposed system size and determine whether the existing bylaw applies.
Board members also discussed battery energy-storage systems, noting that some towns are treating those systems as permitted 'by right' under a cited state code (referred to in the meeting as chapter 48, section 3). Members agreed staff should reach out to technical experts (named people were suggested in the transcript) and to the fire-station project team to understand what, if any, bylaw changes or permitting steps are needed.
Staff will contact the fire-station building committee, reach out to the referenced technical experts and report back on whether the existing solar bylaw and local permitting process need amendment.
