Materials Management Plan timeline reviewed; no quorum halts formal action

At a June 25 Charlevoix County Materials Management Planning Committee meeting, Networks Northwest staff reviewed the draft regional Materials Management Plan timeline, outreach plans and newsletter schedule. No quorum was present, so members only discussed next steps; no votes were taken.
Mathew Cooke, DPA representative with Networks Northwest, reviewed an updated timeline for the regional Materials Management Plan (MMP) and said the plan remains on track for submission to the Michigan Department of Environment, Great Lakes, and Energy (EGLE) in July 2027.
The Charlevoix County Materials Management Planning Committee met June 25 at the Shirley Roloff Center, but Cooke told the group there was not a quorum and “no actions or decisions would be made,” so members present focused on reviewing materials and next steps. Staff listed as attending included Kiersten Stark, Lora Roberts and Josh Cline of Charlevoix County and Tracy Tomaszewski of EGLE.
Cooke outlined the near-term schedule for the MMP process: July through September 2026 for draft review and discussion, and a public comment period currently slated for Oct. 1–Nov. 30, 2026. He said Networks Northwest will meet with EGLE and RRS in July to discuss MMP drafts and to work toward finalizing the plan’s goals and objectives.
On outreach, Cooke said advisory discussions have included producing a public education video about materials management. Andre Grobaski, representing a materials recovery facility, noted that GFL has a PowerPoint on recycling processes; Cooke said that deck will be shared with Networks Northwest for consideration. Cooke also said a second Local Unit of Government MMP newsletter is in development and expected to be released in July, with content about the draft plan, survey results and the approval process.
Because there was not a quorum, the committee took no formal motions or votes during the session. The meeting adjourned at 10:48 a.m.; Networks Northwest and county staff will continue draft review and outreach work ahead of the scheduled public comment period and the targeted July 2027 submission to EGLE.
