Lindenhurst board amends budget to spend ARPA funds on water, sewer and economic recovery

The Village of Lindenhurst amended its FY2021–2022 budget on Oct. 25 to incorporate American Rescue Plan Act (ARPA) revenues and designate spending across multiple funds.
Under Ordinance 21-10-2214, the Village recognized roughly $966,291.44 as the first-year ARPA revenue and earmarked projects across three years, with a significant share directed to water and sewer infrastructure. The Year 1 plan allocates $572,750 for replacement of approximately 1,800 linear feet of water main on Lake Shore Drive, engineering and construction for lift-station upgrades, and a partial payment toward repainting a 750,000‑gallon water tower. The budget also includes a $55,000 reimbursement to the Utility Fund for COVID-era customer assistance, $33,000 in premium pay for Officer Tony Fikejs, $143,000 for economic development and recovery activities, and a $30,000 contingency.
The minutes specify ARPA-eligible uses as: (1) public-health and economic-response activities tied to COVID-19 impacts; (2) premium pay for eligible essential workers; (3) revenue replacement for government services; and (4) investments in water, sewer, and broadband infrastructure. The Village noted ARPA funds may not be used for pension deposits, debt service, cash reserves, or settlements.
Staff also proposed creating a new Economic Development Fund to combine unobligated CARES Act funds, ARPA-designated business assistance dollars, and General Fund surplus. The proposed fund totals $463,000, with $323,000 reserved for the Lindenhurst Economic Assistance Program (LEAP) and $140,000 for related professional services.
Trustee Pat Dunham moved to adopt the ordinance; Trustee Dawn Suchy seconded. The measure passed on roll call, Aye 6, Nay 0.
The amended budget was published for public inspection and posted on the Village website before the hearing. The ordinance record indicates the Village plans to phase spending over three fiscal years and to show ARPA receipts in the specific funds where the related projects will be executed.
