North Fond du Lac trustees adopt 2025 budget with 2.93% levy increase and OK library purchases

The Village of North Fond du Lac Board of Trustees on Nov. 18 approved Resolution 17-2024, adopting the proposed 2025 General Operating, Debt Service, Capital Projects, Spillman Library, Outdoor Recreation, SLFRF, EMS and Tax Increment District #2 budgets and setting the tax levy, which the minutes record as a 2.93% increase.
Trustee John Duffy, who moved the resolution, thanked staff for their work on the budget and described the 2.93% increase as acceptable given rising expenses. Trustee Ann Price seconded the motion; the resolution passed with five ayes.
Earlier in the meeting Administrator Nick Leonard gave a brief summary of the proposed 2025 budget and the board held a public hearing on the resolution; President Michael Streetar called for public comment three times and recorded no speakers.
The board also discussed uses of State and Local Fiscal Recovery Funds (SLFRF). Leonard updated the trustees on a security camera project that will return for consideration at a future meeting. Library Director Heather Wegner presented proposals to purchase chairs, a chair rack and mobile shelving units and to continue work on a new circulation desk proposal. Trustee Chuck Hornung moved to approve up to $6,000 of SLFRF funds for the chairs, racks and shelving; Trustee John Duffy seconded and the motion passed with five ayes.
The consent agenda, which included approval of the Nov. 4 minutes, payment of invoices and two operator licenses for Chelsey Pinkerton and Brianna Galle (addresses listed in the minutes), was approved on a motion by Trustee Mike Will and a second from Trustee Ann Price, 5-0.
Under unfinished business Trustee Duffy asked Administrator Leonard about reported train whistles; Leonard said he had contacted CN, which assured him nothing excessive was occurring and that nearby rail construction may have increased the number or frequency of whistles.
The meeting adjourned at 6:36 p.m. on a motion by Trustee Ann Price, seconded by Trustee Mike Will, 5-0.
