Myrtle Creek council approves first readings of code changes, hears updates on paving reimbursement and pool repairs

The Myrtle Creek City Council at its Aug. 20, 2024 meeting approved first readings of three municipal code updates, passed the consent agenda, and received multiple staff reports on infrastructure and community projects.
Councilors approved first readings of Ordinance 856 (amending MCMC Chapter 2.05, Fire Department), Ordinance 857 (amending MCMC Chapter 2.10, Park Commission) and Ordinance 858 (amending MCMC Chapter 2.20, Elections). Councilor Luke Dillon moved the first reading of Ordinance 856, Councilor Susan Harris moved the first reading of Ordinance 857, and Councilor Diana Larson moved the first reading of Ordinance 858; all motions were seconded and passed unanimously. These were recorded in the minutes as first readings; the minutes do not include detailed debate on the substance of the code changes.
The council approved the Consent Agenda Parts I & II by motion of Councilor Susan Harris, seconded by Councilor Bill Burnett; that motion passed unanimously.
City Administrator Lonnie Rainville reported several items: staff are developing a refund policy for some service fees and utility payments; FEMA issued new floodplain management guidance and associated Habitat Assessment and Mitigation requirements in response to litigation, and the city's participation in FEMA's program can reduce residents' flood-insurance rates. Rainville asked that the new FEMA regulations and related documents be placed in the council Dropbox for review.
Rainville also reported project updates: Holly and Leon Street paving was completed at a cost of $285,460.78 with expected reimbursement of $250,000; the Community Center parking lot is being paved this week; and the covered bridge in Millsite Park is being painted. The pool will close Aug. 24, 2024, for repairs including replastering and a new roof. Rainville said the city received grants from The Ford Family Foundation and Cow Creek to help with pool repairs, and additional funds will come from ARPA, the Park Development Fund and Friends of the Pool funds (the minutes note that funds designated for the Splash Pad are not being used for these repairs).
Council and staff announced upcoming engagement: a Coffee with the Mayor and City Administrator event scheduled for Aug. 22, 2024, at 9:00 AM and a community meeting on Sept. 12, 2024 for a stream table presentation. Councilor comments included inquiries about additional energy grant funding and reports on local events such as a Jake Gill concert and a planned Airport Support Group Fly-In Breakfast on Sept. 14.
