City manager reports $500,000 Railroad Avenue grant advancing; council hears code-enforcement update

At the July 7 meeting the city manager reported that a $500,000 grant application for Railroad Avenue reconstruction has advanced through an initial screening and remains in consideration. The city manager said, if the project clears subsequent steps, funding could be available in the summer of 2026.

City staff also updated the council on several ongoing capital- and facility-related projects: gazebo renovation work is underway with new railings, concrete steps and an ADA ramp planned; staff continue preliminary work on a potential new City Hall and will engage an architect to firm up costs.

Police and code-enforcement staff provided a detailed rundown of current nuisance and code cases across many addresses in the city, including overgrown vegetation, abandoned vehicles and yard maintenance concerns. Staff explained the complaint-documentation and citation timeline: notice to property owners, opportunity to remedy, and potential municipal-court citations. Staff said the process is often lengthy and may take months, though they estimated more than 70% compliance when owners cooperate.

Mayor and councilors also raised a separate livability concern about increased flies this season. The mayor asked staff to investigate whether the wastewater-treatment plant could be contributing and to return with options and estimated costs at the August meeting.

No formal votes were required on these reports; staff will return with grant updates, cost estimates for any investigative work, and the requested research on flies.
