The Mount Angel City Council voted July 7 to award the Sheridan Street Waterline Replacement Project to Flowline Construction after staff presented the project scope and bid results.
City staff said the work will replace approximately 525 feet of 4-inch cast-iron pipe on Sheridan Street with 8-inch C900 plastic pipe to increase fire flows, and will replace roughly 190 feet of 2-inch galvanized pipe on Palmer Street with 4-inch C900 plastic pipe. Staff said the city’s 2010 water master plan identified the Sheridan Street section for replacement and Civil West (consultant) confirmed the need.
Flowline Construction submitted the lowest bid at $184,226. Staff recommended awarding the project with a 20% contingency; the motion as moved reported the contingency amount as $36,845 and a total authorization of $221,071. A councilor asked whether contractors were told about contingencies at bid time; staff replied contingencies are standard practice but not always included in bidders’ base amounts.
A motion to award the contract with the contingency passed on the council’s roll call vote.
Project details and next steps: staff will finalize contract paperwork and return to council or staff-level approvals as required for any contingency expenditures; the public-works department will schedule the work and coordinate notifications for affected properties.
