Council approves retroactive chief contract date, integrator contract and surplus-asset sale

Mount Angel’s City Council approved three formal items in tonight’s meeting, voting to make the recently approved police chief’s contract retroactive to July 1, authorize a contract award for an integrator of record, and permit the sale of a surplus vacuum truck should bids exceed $10,000.

The council voted on a motion to confirm that the benefits in the chief’s approved contract would be retroactive to July 1. The motion, moved by a councilor and seconded, faced two abstentions: one by Councilor Hock (who said they were not present for the prior conversation) and one by a council member who said they had negotiated the contract and therefore abstained. The remainder of the council voted yes and the motion passed. As recorded during the roll call, Councilor Belet, Councilor Beater, Councilor Hoagert, Councilor Astorga and Councilor Donahue answered in the affirmative; Councilor Hock and one negotiating council member abstained.

On procurement, staff recommended creating an “integrator of record” to reduce per-project integration costs and to streamline future work. Staff said a three-person review committee evaluated two proposals and recommended Control Systems Northwest. The council authorized the city manager to sign the contract. “The committee recommended that the contract be awarded to Control Systems Northwest, and that is what staff recommends to council,” staff said during the presentation. The motion to authorize the city manager to sign carried on a roll-call vote with councilors recorded as voting yes.

On surplus property, public works reported recent auction receipts and asked council to authorize sale of a 1995 vacuum truck (surplus equipment) if the highest bid reached $10,000. Staff clarified the sale would be conducted with no reserve; if the top bid exceeded $10,000 the council’s authorization would stand and proceeds would be deposited to the appropriate fleet or equipment account. A councilor moved the authorization and the council approved it by roll call.

What the votes mean: the retroactivity vote applies the chief’s contract benefits effective July 1; awarding an integrator-of-record is intended to streamline and lower future integration costs by establishing a preapproved contractor; and the surplus-asset authorization allows staff to complete a single high-value auction sale without returning to council for a final dollar approval if bids exceed the stated threshold.

Next steps: staff will implement the contract actions and handle associated administrative steps; the vacancy truck sale will proceed only if the high bid condition is met. The council did not request further study or amendments for these items at tonight’s meeting.
