Commission advances Cardinal Pointe Section 8 to public hearing as traffic, monument questions persist

The Berkeley County Planning Commission on July 6 accepted staff’s recommendation to advance Cardinal Pointe — Section 8, Phase 1 toward a Detailed Site Plan public hearing for Aug. 3, 2026.
The project, represented by Steve Cvijanovich, proposes 234 residential lots on roughly 118 acres to be served by public water and sewer. Commissioner John Hardy asked what would need to happen to trigger roadway upgrades at the St. Andrews/901 intersection; County Engineer Doug Smith said the Traffic Impact Study was updated but that there is not enough right-of-way at the intersection for improvements and that other incoming projects in the area may together trigger upgrades.
Hardy also asked whether an on-site monument could be relocated; Mr. Cvijanovich said it was not a historical site and could be moved. Commissioner Brandon Franklin recused himself from the discussion and vote for a conflict of interest; the motion to advertise a public hearing was approved.
The commission’s action allows the project to proceed to a public hearing where traffic mitigation, right-of-way needs and relocation of on-site features can be examined in greater detail.
