Harrison County Commissioners approve routine budget items, plat approvals, K‑9 donations and several interlocal agreements

Harrison County Commissioners Court met Nov. 20, 2025 and approved a slate of routine fiscal and administrative items, accepted donations for the sheriff's K‑9 program, ratified an inter‑entity care memorandum with CHRISTUS Good Shepherd and tabled one consulting agreement pending clarification.

On financial approvals, commissioners accepted two line‑item transfers—$261,958.67 (FY25 cleanup) and $43,922.90 (FY26)—authorized payment of $753,389.20 in FY25 invoices, approved payroll for Nov. 7, 2025 and accepted the FY25 financial statement for Community Supervision as required by the Local Government Code. The court also approved a budget amendment for records preservation that the clerk's office will fund from clerk collections and described as no cost to the county.

Road & Bridge director Eric Powell updated the court on off‑season maintenance (patching, overlays, ditching and tree removal) and reported two recent resignations among shop mechanics; the department has 45 full‑time employees and nine full‑time vacancies. Powell explained that Friesen Road was widened to allow placement of new mobile homes and to make the road passable for incoming residents.

Land‑use actions included approval of preliminary plats for Treetop Meadows (US 59 and Timberland Drive) and Drakewood Acres (Log Road, CR 4014, Precinct 4) and a rescission of order no. 025‑72 for Southern Pines Phase 2 because the phase was never recorded. Commissioners also approved utility applications for Gum Springs Water Supply Corporation and West Harrison Water Supply Corporation on specified county roads.

The court accepted three donations to the Harrison County canine program: $200 from David Thomas, $100 from Frank D. McMillan (in memory of retired Sgt. Bill Patterson) and $5,000 from Amanda Mursky; the $5,000 contribution arrived after a deputy assisted a motorist and the donor chose to give to the program.

Other items: the court approved annual outside‑agency contracts for several local nonprofit and cultural organizations (including the Marshall Depot, Boys & Girls Club, Women's Center of East Texas, local libraries, East Texas Open Door and others), approved an Image360 administrative‑services agreement for TPA responsibilities, approved the 2026 TCDRS plan agreement, and approved the Texas Association of Counties workman's compensation renewal totaling $174,873 (a roughly $7,500, or 4.5%, increase tied to payroll growth). The court also approved an agreement designating Dec. 9 as Harrison County employee night at the City of Marshall’s Wonderland of Lights ($1,000 rental) and ratified a memorandum of understanding with CHRISTUS Good Shepherd Medical Center to provide care to injured county residents.

Commissioners tabled an advisory‑services agreement with Woolpert Incorporated (item was passed on pending additional explanation) and approved a resolution casting the county's appraisal‑district votes as allocated last year (1,000 votes for Albert Tiller and 379 votes for Ross Brown). The meeting adjourned at 9:52 a.m.
