Harrison County commissioners approve routine finances, interlocal agreements and a $25,000 drone-show deposit; one abstention
Summary

Harrison County’s Commissioners Court met in Marshall on Dec. 18, 2025, approving a slate of routine financial and administrative items and several interlocal agreements while voting to reserve a slot for an America250 drone light show.
The court approved line-item transfers and payment of regular bills, including $639,783.20 in invoices. Commissioners also approved payroll, routine annual contracts for local nonprofit partners and donations for an employee family night.
The sheriff’s office sought approval to use Cloud Gavel, an electronic warrant-signing system. The sheriff described the technology as a way for “a judge to sign a warrant via the cloud,” saying the system records uses and would be trialed at a 150-warrant threshold in year one; commissioners approved the procurement. The sheriff also noted a one-time acclimation fee had been discussed.
The court approved two interlocal agreements that the county’s staff and commissioners described as part of ongoing partnerships: a $68,940 annual agreement with the Marshall-Harrison County Health District to support staff salaries, trainings and clinic operations, and a $25,000 payment to the Marshall Economic Development Corporation to support county economic development advisory services. Rush of the EDC thanked the court for the partnership.
On community safety and services, the court accepted the resignation of Randy LaFaul from the Community Health Corps board and approved Commissioner Zephaniah Timmons (Precinct 2) as the county’s replacement effective Jan. 1, 2026. The court also approved combining Harrison County and Gregg County Sexual Assault Response Team (SART) meetings to reduce duplication; Madison Hood, chair of Harrison County’s SART, said many partner agencies already work across both counties.
The court approved a required $25,000 deposit to Roar Over Texas to secure a July 4, 2026 drone light show date. The judge explained the city is participating on the planning board; one commissioner abstained, yielding a recorded result of 4 in favor and 1 abstention.
Other approvals included surplus declarations for auction, routine vehicle repairs (an insurance claim processed after the vendor fixed a vehicle), county maintenance certification reflecting 738.054 centerline miles, contract authorization for juvenile evaluation services through the East Texas Council of Governments (OOG GRAMA DF1714), and several appointments and emergency-management notifications. The meeting was adjourned at 10:00 a.m.
Why it matters: The court’s actions finalize routine county spending and maintain partnerships used to deliver public health and economic development services, while the Cloud Gavel approval and the SART consolidation are operational steps intended to speed judicial and victim-service processes. The drone-show deposit commits county funds to a marquee 2026 celebration but drew one abstention.
What’s next: Several items are contingent on external steps—the SART consolidation requires Gregg County’s approval; the Cloud Gavel subscription will be monitored in year one; and the drone-show planning continues with the event committee and participating partners.
