Developer Jeff Carpenter updated the Red River Town Council on a preliminary site plan for a proposed workforce housing project.
Jeff Carpenter, the developer working with the town’s workforce housing task force, said geotechnical borings and a structural engineer review showed limited subsurface constraints; the primary mitigation will be raising building pads out of the floodplain. He described two program components: three two‑story buildings designed for seasonal workers (20 one‑bedroom units each, about 60 units total) with rooftop gathering areas, and a cluster of 2‑ and 3‑bedroom townhomes (an initial layout of 32 units that could be expanded to about 64 under an alternate configuration).
Carpenter said the plan includes a small community building centrally located for gatherings and the preservation of green open space, and that the team will return to the committee to refine the site plan before advancing to architectural drawings and renderings.
Councilors thanked the developer and asked for future committee meetings to review refined plans and cost estimates. No formal approvals or funding commitments were taken at the meeting; Carpenter said next steps include committee review, refinement of the design and preparation of renderings for public review.
