Board members and staff said inspection of the existing pipe showed cracks, roots and heaves and that the selected pipe‑burst method will insert a new seamless polyethylene pipe inside the old conduit with minimal excavation and surface disruption. Staff said the approach will limit disturbance to road and lawn areas compared with open‑cut replacement and produces a smooth, seam‑free interior less prone to root intrusion.
Supporters noted the work will likely require only a one‑lane closure at Bridge Street for a day and that the chosen contractor can stand behind the work. The board approved the contract by motion and voice vote.
Town Manager Josh Arneson told the board that pipe‑bursting produces a continuous new line and should reduce the risk of future infiltration: "It's gonna be a fully smooth seamless pipe, so limited then it's like, really no roots can get in because there's no cracks," he said.
Why it matters: The library sewer line has shown deterioration that risks backups and service interruptions. The approved method is less invasive and less expensive than full excavation while addressing structural defects.
Next steps: Staff will schedule the work with the contractor, plan for a short traffic control closure of Bridge Street during the operation and notify the library and nearby residents.
