The East Canton Village Council approved a resolution authorizing the mayor to execute a Community Development Block Grant (CDBG) agreement with the Stark County Board of Commissioners and approved several routine finance and equipment items at the meeting.
Council considered Resolution 2026-6, which "authorize[s] to execute the CDBG agreement with the Stark County Board of Commissioners for the program years of 2027, '28, '29," language read aloud during the judicial section of the agenda. Council members described the resolution as a formality required so the village can apply for certain federal and state grant programs that assist low- and moderate-income residents; the village itself does not necessarily qualify for most programs in the award years described.
Separately, a motion to authorize up to $44,700 to replace or repair the Village Hall air-conditioning unit was moved during committee reports and carried to roll call. Council also approved payroll and the June 2026 bank reconciliation as part of finance items.
The council agreed to exercise an option year on the village trash contract with Kimbell/Kimball at a proposed 3.5% increase. Officials noted the monthly rate would rise from about $14.37 to $14.86, roughly 50 cents more per month, and directed staff to document the rate change; the motion was seconded and advanced by roll call.
On grants and capital equipment, council discussed a NatureWorks grant application and considered quotes to purchase a new excavator (one estimate cited approximately $76,200). The administrator said the village would schedule a work session before the next regular meeting to develop a procurement strategy and pursue potential USDA funding or other financing options.
What happens next: The mayor is authorized to sign the CDBG agreement; staff will proceed with the AC repair contract process and document the trash-contract rate change. Council scheduled a work session ahead of the next meeting to pursue grants and procurement strategy for the excavator.
