Council authorizes renewal of King City's subscription to Washington County Digital Forensics Laboratory

The King City Council voted on July 15 to authorize the city manager to execute a renewal of the intergovernmental agreement (IGA) that keeps King City a subscribing member of the Washington County Digital Forensics Laboratory.
Staff said the WCDFL provides device examinations, data extraction, analysis, reporting and after-hours field response that would be expensive for a small city to provide alone. Staff cited three recent local cases supported by the laboratory (three internet-crimes-against-children files, a fraud case with multiple phones and months of data) and said the subscription fee for participating agencies is roughly $2,700'$2,800 annually. They contrasted that with a non-subscriber billing rate of about $280 per hour for examiner time and $165 per hour for machine-only time.
Councilors asked about the difference between subscribers and non-subscribers, how contributions are calculated (subscription formulas tied to agency size/rolling averages of devices submitted), and whether agencies outside the county may be non-subscribers. Staff said non-subscribers are billed at higher hourly rates and that subscription fees make sense for agencies that lack in-house examiners.
Following brief discussion the council moved to authorize execution of the IGA; the motion passed on roll call.
