Airport to rebid hangar construction after single high bid; officials flag tight budgets

"We only received 1 at the time and it was pretty excessive, so discussion within that FAA and ourselves and the airport, we rejected that bid and, we've got it to rebid," Joe (speaker 8) said. Staff said the rebid will be advertised on 07/22/2029 with a bid opening scheduled for Aug. 5 at 1 p.m.
Staff and board members said contractors' concerns about federal provisions — including prevailing wage requirements and other federal procurement rules — have reduced competition. A board member asked what would happen if no new bids arrive; staff said a second high bid would at least allow comparison and, if necessary, a case could be made to the FAA, but losing entitlement funds is a real risk if projects are not awarded.
Separately, the board reviewed financial reports showing the airport began the year with about $107,000 in available funds and approximately $68,000 unencumbered; a tax deposit of $39,634 was called out as "incredibly low" compared with prior years. The chair warned the board is likely to be "as tight a situation we've been in a long way" absent additional revenue or funding strategies.
Next steps: staff will rebid the project, continue contractor outreach, and present updated bid results and budget impacts at a future meeting.
