Planning commission deems Langley Farm sketch plan complete, schedules May public hearing

Charles Town — The Charles Town Planning Commission voted unanimously April 27 to find SLP‑2026‑01, the sketch plan for Langley Farm (also described in the packet as Magnet Property South), complete and to schedule a public hearing for May 26, 2026.
A planning staff member said the application met the completeness requirements of the Subdivision and Land Development Ordinance and that the submission included the required elements for the sketch‑plan completeness review. "So, again, just in summary, we found that the application had met the requirements of being a complete application," the staff member said, and told the commission a public hearing would be scheduled on 2026‑05‑26 if the commission deemed it complete.
Brooke Perry, of Integrity Federal Services, presented the applicant team and described the proposal. "My name is Brooke Perry. I'm from Integrity Federal Services," she said, and added, "We are proposing 316 units total," later clarifying the proposal included 221 single‑family detached homes and 91 townhomes. Perry said the site totals about 100.4 acres and includes roughly 10.3 acres planned for commercial space.
Perry told the commission the project team had resubmitted plans after receiving comments from the engineering reviewer and that they had addressed comments from Kimley‑Horn. She also said the team had addressed a Charles Town Utility Board comment and would provide intent‑to‑serve letters before the public hearing.
Commissioners questioned whether a formal intent‑to‑serve letter from the utility board was in the packet; one commissioner pointed to the packet reference (page 9.h) on available utilities and noted the letter should be provided before the hearing. The applicant answered that intent‑to‑serve documentation would be provided prior to the public hearing.
The commission discussed a recorded easement shown on the plans that appears to end at an adjacent property line and does not provide access or benefit to the Langley parcel; the applicant said the easement exists on a neighboring parcel and does not grant access to the proposed development.
After brief discussion, a commissioner moved and the commission seconded a motion to find the sketch plan application complete. The motion carried; the commission confirmed the application will proceed to a public hearing on May 26, 2026.
The meeting also approved the March 23 minutes with a minor wording correction noted by a commissioner. The commission then adjourned and the recording was stopped.
