Scott Bridal, representing the Select Board, said the Select Board drove early work on the project and passed a conceptual design and funding at prior town meetings. "Our goal has been to get this project out to bid so that we could bring a bidded project total to this town meeting," he said, describing priorities in the building‑committee charter that include safety, gender equity and cost‑effective space gains.
Why it matters: the town is preparing to bring a funding article to town meeting and a subsequent debt‑exclusion vote. The board wants to make sure the plans it endorses for site‑plan review are sufficiently detailed so that comments it issues will be actionable and will not cause large changes after bids are submitted.
The project team described an active procurement timeline and the path to construction. "Filed sub bids will be received by the town on or about April 9, and general bids will be received on April 23," said Neil from CMS, who is managing bidding. He added that the team anticipates at least one addendum in each bidding period and that, "with a successful town‑meeting endorsement and debt‑exclusion vote, we would execute the contract and have a notice to proceed on or about mid‑June to July," followed by an approximate 15‑month construction schedule.
Budget discussion: board members repeatedly pressed the team about contingency and possible overrun scenarios. Neil said the design was estimated with a 5% construction contingency on an engineer's estimated $14.5 million construction cost and that an escalation/soft‑cost contingency brought the town's construction contingency to about 6.5 percent. A Select Board representative said the project team’s current total‑project cost estimate, including soft costs and design, is roughly $17.5 million and that the ultimate decision about moving the article to town meeting would hinge on final bid results.
Site details in focus: civil and architectural consultants walked the board through the permitting set and the latest civil plans. Designers highlighted EV‑ready parking (20% of spaces), revised landscape areas, retaining walls dictated by steep grades, relocated leaching‑field alternatives and a proposed storage outbuilding. The team also said it has resolved many peer‑review comments and has conditional conservation‑commission approvals for key items.
Board members and consultants spent substantial time on vehicle maneuvering, turning radii and drive‑aisle widths. The design team said a compromise drove a 19‑foot width in one constrained drive aisle (up from 14), negotiated between planning and conservation concerns; board members pressed for larger clearances, noting the long life of the facility and the operational need for reliable apparatus movement.
Well siting and public use: the board also queried whether the station will use a private or public well. Designers said the existing station uses a private well and that the proposed project can initially permit a private well to avoid the approximately six‑month DEP public‑well permitting path; however, if the training room is used frequently by the public the well could be classified as public, which would change permitting requirements and buffers. "We need to ensure the well decision and its Zone‑1 implications are coordinated with conservation and Board of Health requirements," a board member said.
Peer review and site technical items: Andrea Tavares of LandTech — the civil peer reviewer — told the board the most recent submittal addressed the majority of prior comments; she recommended pre‑construction soil testing for the stormwater chambers and confirmed turning‑radius information in the latest set.
Energy and mechanical systems: the architects said the building will be primarily electric with heat‑pump systems and a gas‑fired boiler as a cold‑weather ‘boost’ for the apparatus slab (to speed recovery in very cold conditions). The committee added 30 kilowatts of town‑owned solar as an offset tied to that approach; the town owns the array and expects to net‑meter the output.
Next steps: the board asked the team to provide a consolidated submittal that includes a single, current permitting set with photometrics, signage/wayfinding, revised elevations with material samples and the confirmatory civil overlays (well protection zones, wetlands, utilities). The design team committed to supply that compiled set by April 9 for planner review. The public hearing was continued to April 13 at 7:30 p.m.
Board members and several residents urged the team to emphasize wayfinding, lighting specifications (color temperature and photometrics), and visual screening to reduce the project's roadside prominence. The team agreed to return with updated renderings and a clearer package of materials for the next session.
